First Philippine awardee to share key learnings and practices in the 2010 Palladium Asia Pacific Summit
(Manila, Philippines, September 8, 2010) – This year’s 2010 Palladium Asia Pacific Summit is proud to host as one of its presenters, Iloilo City, the only public or private institution in the country ever inducted into the Palladium Balanced Scorecard Hall of Fame for Executing Strategy in Asia Pacific. Iloilo will be sharing its success in implementing the balanced scorecard (BSC) system and address the slow pace of development in the Philippines.
The Palladium Balanced Scorecard Hall of Fame for Executing Strategy publicly recognizes organizations around the globe that have achieved extraordinary performance results through the Kaplan-Norton Balanced Scorecard. Winners are inducted at annual regional Palladium summits and are announced in the Harvard Business Review. Iloilo City was inducted in Jakarta, Indonesia in 2009.
This year, Iloilo City will be awarded again in the Philippines during the 2010 Palladium Asia Pacific Summit at the Sofitel Philippine Plaza on September 22, 2010, during the Palladium Balanced Scorecard Hall of Fame for Executing Strategy Award Ceremony. Palladium Group Asia Pacific managing director Matthew Tice and Palladium Group founder and director Dr. David Norton will be giving the honors to the LGU.
“We are proud that our LGU was recognized internationally and our hard work acknowledged. Our road to making Iloilo City as a Premier City by 2015 has greatly paid off and we will surely be continuing this practice for the coming years,” said current Iloilo City Mayor Jed Patrick Mabilog. The BSC was implemented to actualize the city’s vision to becoming a Premier City by 2015.
The Institute for Solidarity in Asia (ISA), a non-government organization that advocates good governance also recognized Iloilo city by providing a mark of distinction on Public Governance System (PGS) with an Institutionalized Status. The distinction was given before the Palladium Group Hall of Fame was granted to the city.
“Iloilo City is the first in the Philippines to have received recognition as prestigious as the Palladium Hall of Fame. It is an embodiment that even with one city at a time, the country can embrace good governance using BSC as a tool to measure performance,” said ISA chair Jesus Estanislao.
The balanced scorecard system was implemented through the Public Governance System (PGS) program of the ISA. Each department in all sectors in the city developed a scorecard to correspond to the City Scorecard of the Mayor, which aims to measure targets and monitor work progress. The city also formed the technical working group dedicated to the BSC, which was the Balanced Scorecard Team (BST), which assisted these departments in preparing their own scorecards.
Mayor Mabilog will be sharing key insights and learnings on the city’s experience with the Public Governance System in the Philippines in the 2010 Palladium Asia Pacific Summit: Strategy Execution and Governance at the Sofitel Philippine Plaza on September 23, 2010. The event will run from September 22 to 24 and will highlight international speakers who will share practical experience and good governance practices.

About the Institute for Solidarity in Asia
The Institute for Solidarity in Asia (ISA) is a non-government, non-profit organization whose advocacy is promoting governance, economic and organizational reform through public-private partnership, and is based in the Philippines. This advocacy is carried out through the installation of a transparent Performance Governance System (PGS), an adaptation of the balanced scorecard tailored specifically for public institutions. The PGS ensures long-term commitment through investment of time and resources into its program. This system banks on citizen participation, by making sure that ISA’s partners and their constituents recognize that they have a stake in the process.
